The EU Critical Raw Materials Act (CRMA) entered into force at the beginning of May 2024. In a bid to diversify the supply of strategic raw materials, the CRMA sets benchmarks for domestic production capacities of these materials. The regulation states that the EU’s domestic extraction capacity should be able to extract the ores, minerals, or concentrates needed to produce at least 10% of the annual consumption of strategic raw materials, “to the extent that the union’s reserves allow for this.” It also stipulates that domestic processing capacity, including for all intermediate processing steps, should be able to produce at least 40% of the EU’s annual consumption of strategic raw materials. Moreover, the EU’s recycling capacity, including for all intermediate recycling steps, should be able to produce at least 25% of domestic annual consumption, according to the regulation.
