§해당품목  :  The purpose of the Statutory Instrument (SI) - The Air Quality (Domestic Solid Fuels Standards) (ENGLAND) Regulations 2020 - is to restrict the sale of the most polluting fuels used for domestic burning in England. The SI introduces; 1. A restriction on the sale of bituminous coal for domestic combustion. This will be phased out by February 2023. 2. A restriction on the sale of wet wood under 2m³. Wet wood is wood with a moisture content of above 20%. This will come into effect in February 2021. 3. A restriction on Manufactured Solid Fuels sold for use in domestic burning. The fuel must emit less than 5g of smoke an hour and must have a sulphur content below 2%. 4. It will also introduce a mandatory certification scheme for all Manufactured Solid Fuels and wood sold in volumes less than 2m³. §주요내용  :  입법안 (SI) – 대기질 (가정용 고체 연료 표준) (잉글랜드) 규정 2020 – 의 목적은 잉글랜드의 가정 내 연소에 사용되는 오염도가 가장 높은 연료의 판매를 제한하는 것이다.
본 SI는 다음과 같은 내용을 도입한다.
1. 가정 내 연소를 위한 역청탄 판매의 제한. 이것은 2023년 2월까지 단계적으로 폐지된다.
2. 2m³ 이하 젖은 목재 판매의 제한. 젖은 목재는 수분 함량이 20% 이상인 목재이다. 이 규정은 2021년 2월부터 시행된다.
3. 가정 내 연소를 위해 판매되는 고체 연료 제조품의 제한. 연료의 연기 배출은 시간 당 5g 미만이어야 하며, 황 함량은 2% 미만이어야 한다.
4. 또한 모든 고체 연료 제조품 및 부피 2m³ 이하로 판매되는 목재에 대한 의무 인증 제도를 도입한다. 이 인증 제도는 소비자와 소매업자가 연료를 구매할 때 연료가 법률 요구사항을 충족한다는 증거가 된다.
본 법안은 미세입자물질 (PM2.5) 배출량을 줄이기 위해 도입된다. 이 배출은 사람의 건강에 상당한 영향을 미치는 것으로 알려져 있으며, 이를 줄이기 위한 조치를 취하는 것이 아주 중요하다.
