Renewable Energy Policies in a Time of Transition: Heating and Cooling
This report, developed jointly by the International Renewable Energy Agency (IRENA), the International Energy Agency (IEA) and the Renewable Energy Policy Network for the 21st Century (REN21), outlines the infrastructure and policies needed with each transition pathway. This edition, focused on renewable-based heating and cooling, follows a broader initial study, Renewable Energy Policies in a Time of Transition (IRENA, IEA and REN21, 2018). Table of Contents 1. IN CONTEXT: RENEWABLE HEATING AND COOLING 1) The energy landscape 2) The benefits of renewables in heating and cooling 3) Barriers to renewable heating and cooling uptake 4) Policy landscape 2. TRANSFORMATIVE APPROACHES AND CROSS-CUTTING POLICIES 1) The transformation of heating and cooling 2) Cross-cutting enabling policies for all pathways 3. RENEWABLES-BASED ELECTRIFICATION OF HEATING AND COOLING 1) Status, benefits and barriers 2) Policies to address cost-and finance-related barriers 3) Policies to overcome technical and infrastructure-related barriers 4) Policies to address market and regulatory barriers 5) Policies to expand electiricity access with decentralized renewables 4.
